Franchise Value Tweak
OK, so we we're really done after all.
Two changes for calculating FVs for defensive players and kickers were adopted by the committee (mostly by the logic of why not, it can't hurt, and "I'll still never franchise a kicker"):
1) The minimum FV for a defensive player or kicker is now 0.
2) Any positive FV for a defensive player or kicker is now halved, rounding up.
While I'm pretty sure that this will not drive people to start dumping back up RBs so that they can franchise a starting defense, it may help to make franchising defensive players and kickers a more viable strategy then it was.

I'd been ruminating on the fact that few defensive players or kickers get franchised. From a game-balancing perspective, I'd love to make that a more valuable idea but no great ideas were forthcoming. As I was collecting stats for calculating FVs for this year, it occurred to me that monkeying around with FV calculation is a pretty easy way to make it easier to franchise those players.
